So I got this mission to follow a spy to his master and then catch them both. At first I couldn't even find them but after a bit of researching I found the tracks and eventually the spy and his master. Now I fight them both, use only blunt, and voila I have an unremarkeble townsman and an ordinary townsman as my captives.
Happy with how it turned out I return to the lord that gave me the quest: 'About that quest you gave me.' 'I'm still working on it'. So that's great, the bloody quest is unable to complete, anyone have an idea how I could fix this or did I just completely waste my time with this entire ordeal?

You have to follow the Ordinary Townsman out of the City. You will see him exit the city as you try to leave the city you got the quest in. In my case he met up with his contact before I was able to catch up with him (he stays in one spot for awhile).
You have to fight their party. Bring a blunt weapon. Two ordinary townsfolk charge you on horses. I first told my group to hold position. I went ahead of them and killed their horses.
Then I knocked them out (you should do this quickly before the rest of their group catches up). After I had my group charge and mop up the rest of them. Take the two ordinary townsfolk prisoner in the screen after the battle. Quest Successful. I got 2000 gold and 6000 experience.
