This is how i got there from the alliance. I found an interesting way to make it back to vash'ir. The technique i made up that worked to get there was i took the northern most boat from sw and rode it until it says you are in the great sea. Then i flew on my griffon with maxed speed toward vash'ir until i died from exhaustion.

Then i re-appeared at the graveyard in vash'ir and i retrieved my body with my ghost. Then i swam to the nearest rock that protruded out of water, and then i was fine. And you can swim to the quest givers from there. I found that I could just make it across flying due west from the western corner of Dun Morogh (280% mount, Crusader Aura).

I had about 10 seconds left on the fatigue timer, so it should be possible without Crusader Aura. Once you're there, make sure to get the flight path (above water!) in the northeast part of the Shimmering Expanse. This will allow you to fly there from other flight masters in the future.
